Prior to E-Day, various independent states had built their economies around Imulsion extraction, though Jacinto was a city built on a plateau of solid rock and was not a site of drilling operations. The Locust Horde, dwelling in the Hollows—the vast underground cavern network—relied heavily on Imulsion deposits for their survival and ancient machinery.
